1021086 - Disable buildbot-master69 (bm69) until needed

This was originally an AWS master for Windows test slaves. These days, there are only 3 slaves in this pool, 2 of which aren't even connected to this master at present. I've already moved the slaves to other masters.

We should shut down this master, remove it from our configs, and then remove the monitoring for it.

Hrmmm, actually, I'll be optimistic here and pretend the Windows 64 work will pan out in finite time. I'll just disable the master for now.
