When the settings tray or lock screen is shown, we show notifications twice. This is unneeded extra information.
# Steps to reproduce
1) Go to the lock screen (also happens in notification tray)
2) Take a screenshot (home+power)
# Actual Behaviour
The screenshot notification is shown twice:
1) At the top as an alert
2) In the notification list
# Expected Behaviour
The extra notification on the top does not appear. The new notification appears in the lock screen list.
