User Story
As a user, when I connect my device to a computer using USB and I do not have USB mass storage enabled I want to be prompted, giving me the opportunity to enable USB MS without having to find the option in Settings. Acceptance Criteria: 1. If my device has a password and the device is currently locked I should be prompted for the password before USB MS is enabled. 2. Interaction flow and visual design matches UX spec.
When a user does not have USB Storage enabled and plugs a USB cable in (connected to a computer), the phone does not tell the user to enable USB storage. This may lead to the user not understanding why their computer cannot see the USB storage. This happened to me and lead to a lot of confusion.

Sri, this is a user story suggestion for the Media backlog. (assuming they'd be the ones to implement this)
