After changing the toolbar style preference back to pictures and text, customise dialog doesn't display the setting.

Steps to reproduce problem: 1. Open a window with a primary toolbar. 2. Open Preferences. 3. Change the toolbar style to pictures and text. (It defaults to that, so you may need to change it twice.) 4. Open the Customise Toolbar dialog. Expected results: Toolbar style shown as icons and text. Actual results: No toolbar style shown.

The Customise dialog specifically expects the value "full". Other consumers don't care (and didn't even notice when WebIDL changed the value from "" to "null").
