Please create a generic email box, accessible by the marketplace legal team that can be 

1) set up in bugzilla as a user
2) receive bugs in bugzilla from the automated operator onboarding portal
3) will notify members of the marketplace legal team that a new operator launch request has been made

it sounds like you want a distribution list.
you'll have to file a request in servicenow for that.

once the list has been set up, you can use its address to create the account in bugzilla via https://bugzilla.mozilla.org/createaccount.cgi

FYI - I requested this from Service Now.  Will update here once we get the account and corresponding bugzilla account.

Jeff - since you and I both work on launches from different aspects (product and commercial), I included you in the distro list for an email alias called [e-mail]

Anyone can use this when they have launch related legal questions and don't know who the contact is.  Also, there's a new onboarding process that will autogenerate bugzilla requests for entities who want to launch devices.  The request will go to this alias, so we both receive at the same time.  We can add GP if he needs to be on the list also.
