1022831 - Remove ui_guidelines and deploy docs

(From bug 1022028).  These two URLs:

https://marketplace.firefox.com/developers/docs/ui_guidelines
https://marketplace.firefox.com/developers/docs/deploy

Should redirect, respectively, to:

https://developer.mozilla.org/Apps/Design
https://developer.mozilla.org/Marketplace/Options

Doing that is about a 3 line change to https://github.com/mozilla/zamboni/blob/master/mkt/ecosystem/urls.py#L94 to make it look like 90% of the other URLs in the file.

If that were all this bug was, I'd mark it [good first bug] and call it a day, but this also includes removing the actual files:

https://github.com/mozilla/zamboni/blob/master/mkt/ecosystem/templates/ecosystem/publish_deploy.html

Which starts saving our localizers work so I'll still mark this [good first bug] but don't let that stop you from knocking it out if you're not a new contributor.  Thanks!
