102355 - Save Link As doesn't bring up Downloading File dialog

Description

If I right click on a link to a file I want to download and choose "Save Link
As", I do not get the same dialog as I get when simply clicking on the link as
if to follow it. In particular, I cannot choose to Pause/Resume the download,
and so on.

Save Link As should be functionally equivalent to clicking the link, choosing
"Save file to Disk", and clicking OK.

Setting severity to Major as this is a major loss of functionality.

Another one of those major issues no one seems to have the knowledge & time to 
deal with
