All Messenger Move/Copy menuitems think they have subfolders

Details
Open Messenger and select Message/Move Message or Message/Copy Message. Each time in all of the menus has an arrow next to it as if they have submenus even though they don't. My first attempt at using XUL Templates didn't make this go away.

Try adding an empty="false" attribute on the template rule which generates "menu"s.

This works, but I'm not using templates. Has that code been fixed as well? We can mark this one as fixed since it's working and then when I move to templates we can open up another bug.

Definitely try templates again so we can see how Chris's fixes fair. I'll close this one (as Chris checked in a fix for it last night).

The fixes that Chris added last night, unless he added more even later, did not fix the template case.
