The incoming call notification UI will allow to answer the call or you can click a chevron to specify "audio only" or audio+video".
This setting allows defining the default mode for the users NOT using the chevron.

It seems like far and away the most common desired usage mode would be "answer the phone in the same mode as the caller".  i.e. if they offer audio-only, default the chevron menu setting to that; do the same thing if they offer audio-video.  Thoughts?

You make a good point, I agree that usually you'll want to answer using the same mode as the caller.
We can probably have 3 options: "audio only", "audio+video" or "same as caller".
"Same as caller" should be the default by default.

Given that, it seems like there's decent chance that people would generally just want to use these as one-offs.  Perhaps we don't need to make the default settable at all?

I think you're right here - at least it's not MVP.
I move this to the client client backlog and we can decide whether it makes sense to implement this at a further date.
