Reproducible: Always
Steps to Reproduce:
1.Browse to the URL
2.Log in with test account: 12345678, 1234
3.In the main page, you can see the problem in top frame
4.You can open the top frame in new window to see the problem better
Actual Results: Table in the top navigation frame, has wrong layout
Expected Results: Layed out the table correctly :)

I see this too on Win 98 Build 2001091508.
Viewing this page in Quiks mode (remove the <!doctype ..> at beginning of
file), resolves the problem...
Creating attachment without doctype.

Marc, this looks pretty much like there is a request to get the quirks image
wrapping also in standard mode. If this is the case: NOOOOOOoooooo

I dont want the standard mode to display this page differently, I only explained
the problem (and workaround/fix) for the reporter.. (and others who dont have
time to explore the problem)
Anyway, is this tech evangelism or invalid?

The bug might be that the doctyle is putting us into standard mode, where it
probably should not.
Here is the doctype (I'll attach the entire frame source in a sec.):
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
(above doctype was all on lone line)

Reassign to dbaron for the doctype parsing issue. Could be a dup of bug 98977
but I'm not sure.
