mozilla-releng-ceph-cache-scl3-try bucket is in wrong region, doesn't have expiry policy set :(

My understanding is that mozilla-releng-ceph-cache-scl3-try is the bucket we are using for sccache in scl3 atm.
It's not in california(much higher latency) and it doesn't have an expiry policy set

I set an expiry policy to delete objects after 21 days.

Just create a mozilla-releng-s3-cache-us-west-1-try bucket in usw1, and we'll switch in-house builds to use that instead.

(But keep mozilla-releng-ceph-cache-scl3-try, it's still going to be used for "old" changesets pushed to try)

Ok, I created mozilla-releng-s3-cache-us-west-1-try in us-west-1 (Northern California), set up a 15 day lifetime. I also adjusted the IAM permissions for the try-sccache user.
