We're missing 1.3T hi-IN and ta, which causes the languages to be in English for our pvtbuilds.

Similar to bug 997652 comment 27, this is a change in l10n process that needs to get resolved by the l10n team before we can implement anything. Axel?

I don't think we should do this.

- tarako l10n is SPRD's job. This just blurs the line.
- we don't have access to SPRD's repos, at least I haven't found any way to actually clone anything
-- thus we can't tell if they're actually forks of ours or unrelated repos
-- the latter of which I find likely
-- which would be Really Bad(TM) DAG-wise

Yes, tarako l10n is SPRD's job and it is done. Now there are on SPRD repos, we can access them.

The current setup:
* releng builds from community localized repos
* partners can add other locales, but then are on the hook for the localization, building, and testing of those locales.

As discussed in today's meeting, we're going to push back here.  Moz QA should either remove these locales from their test list for 1.3t or use partner builds when testing.
