1、Send a message, then a ussd message will be received.
2、After closing the ussd(mmi) message showed on screen, the dial panel will appear

Expected result:

In this scenario with my patch applied the user will receive a notification. If he taps on it the USSD message will be shown. At this stage if the user closes the USSD message the dialer will be shown so that bug will be only a partial fix for this.

We could solve the problem here with a follow up that closes the dialer whenever the USSD screen opened from a notification is closed but that would be hacky. The proper solution would be to use an attention screen for the USSD message and that would require time.
