Hi Greg, The symbols position is defined by the UX team and the recomendations are available at Bug 983043. One possibility to include CJK brackets is using alternative keys (the ones that shows up when long pressing a key) but I don't know if the UX team approve it. Omega, any position of the UX team about this?

Actually in the UX spec p.23 and p.26, there are CJK brackets (「」). Currently they are in Symbol panels of Pinyin and Zhuyin layouts, not for all layouts. Bug 1021505 and bug 1019472 are for tracking the two layouts.
