* Description:
This bug sometimes happened on Flame device.
After enabling WIFI, you will see FxOS only lists few WIFI networks.
- Location: Taipei Xinyi Sports Center
- Attach the log and screenshot.

* Reproduction steps:
1. Launch the settings app
2. Tap "Wi-Fi"
3. Tap toggle to enable WI-FI
* Expected result:
- Most of WIFI networks can be found.
* Actual result:
- Sometimes FxOS only can find few WIFI networks.
TPE-Free is a open SSID but it cannot be found.
