102663 - 'spacebar' does not scroll page when focus is on imagemap link

See attached test case. When the focus is tabbed into an imagemap link, hitting
spacebar will not scroll down the page. Moving focus on to a plain text link
does work though.

   Start tabbing until focus is in the image map at the left.
   Then try to hit SPACE to scroll down the page. In comparison,
   get the focus on a plain text link and try to scroll down the 
   page. In 9/27 builds, scrolling doesn't work when focus is on 
   an image map link. [Note: only the first five image map links are
   enabled ('Autos', 'Browser Central', 'Business', 'Careers', 'Computing')).

Hmm, this is kind of morphing this bug, but in a trunk build from 9pm tonight on 
win2k, as soon as you tab into the image map, ALL key events cease to work. You 
can't tab forward or back out, or access the menus, or use any shortcuts (e.g. 
ctrl-L). You're completely stuck.

morphing this bug was wrong. Filed bug 115481 for the bigger problem and left 
this one to deal with the narrower case of the spacebar key action.

Given that Netscape.com makes such prominent use of image maps on its main 
page (and other pages), and that page-down-on-space has worked since ... (not 
sure, 1.0 or 2.0), I don't think we can really treat this as "obscure".
