No user-local plugin directory for Mozilla 0.9.4?

Details
I have tried to install user-specific plugins in a directory ~/.mozilla/plugins,
but Mozilla 0.9.4 has refused to install them unless I place them in the
/usr/local/mozilla/plugins directory. Is this intentional?
Some plugins (e.g. the CrossOver plugin) have licensing / operational issues
which make global installation awkward.

It's only intentional insofar as no one has fixed it yet.... Wanna do it? :)
Duplicate of "plug-in initialization should load plug-ins from user's profile's
plugins directory"
