[email/activesync] Pathologically bad fall-out from hotmail.com/outlook.com account addition as suspicious login where server shows 1 message; after correcting we try to sync all messages

Just went to add an ActiveSync account from an unusual place. The hotmail server flagged this and did the thing where it shows me an inbox with only 1 message in it telling me to auth myself via web login. This resulted in us choosing a filter of "all messages".
I corrected the issue and hit refresh, and then we started try and download all of the messages without bound.
It's not clear it's worth actually addressing this since I expect the behaviour may be hotmail.com/outlook.com specific and it's better to just transition them to IMAP instead. However, if Exchange servers ever do something like this, then we probably do want to address this. I would propose some type of failsafe, at least for automatic mode, where if we end up seeing a large number of messages in the folder (like the first time we get 100 messages), we re-run the filter-deciding logic.
