We're currently tracking Windows debug bustage that appears to be happening on all trunk trees. The common threads so far appear to be that it happens only on clobber builds and the failures are all plugin-related:

I've got retriggers running as we don't have a firm regression window at the moment. Will update the bug as I find out more.
Looks like this is bustage from bug 975011. Backing out now. Will reopen the trees once I get it merged around.
