can not change page encoding, all menus empty

When I try to change the encoding of a page the View -> Character Encoding menus
show 4 submenu choices, some of which contain further submenus, but no actual
choices.
Also the Customize... option brings up a window with nothing shown in the
"Available Character Codings:" section.

I'll try a rebuild after a clobber_all and see if that helps.

Ok, the clobber_all then rebuild worked. Sorry for the false alarm.
