Details

Pinned web results appear immediately when opening a Smart Collection. Installed pinned apps, though do not and seem to be dependent on web result request promise. STR: 1. Click on "Social" Smart Collection. 2. No apps appear until web results (or error message) do.
If I load a collection without a network connection, then does this imply that the pinned apps accessible offline won't show up in the collection?

They will show up. But *installed* pinned apps (not pinned web results) will only appear when the connectivity message does.
Ok - if the results eventually do show up, then I don't think I'd block on this.
