This bug was filled based on the discussion from bug 754304 comment 31.

Reproducible on the latest Nightly (BuildID: )
Mozilla/5.0 (Windows NT 6.1; WOW64; rv:33.0) Gecko/20100101 Firefox/33.0

Steps to reproduce: 
1. Open about:preferences#general. 
2. In a new tab, open about:preferences#content(applications, sync, privacy, security, advanced).
3. Observe the options favicon. 

Expected results: The options favicon must be displayed regardless of the selected category.

Actual results: The options favicon is correctly displayed for about:peferences#general tab. 
                The options favicon isn't displayed for about:preferences#content(applications, sync, privacy, security, advanced) tab. Please see screenshot "A.PNG". 

Notes: This bug is also reproducible on Mac OSX and Ubuntu 13.10.

I think this is a dupe of bug 519028 which has a testcase URL.
