Steps to reproduce:
-bring up Messenger;
-bring up New Mail Composition window;
-click on the Image icon on the toolbar;
-in the coming up dlgbox fill out Alternative text field with some text;
-insert an image, Ok dlgbox;
-get your mail in 5.0 and 4.6:
//note: alternative text is showing up in 4.6 when the cursor is on the image,
this is not the case of 5.0
expected: 4.6 behaviour

I don't know how this works - I'll leave it for Phil to figure out when he gets
back!
Is this even working in the browser?  I didn't think tooltips were working
anyway, so I don't know how this would show up.

Alt text should _not_ show up as a tooltip - legacy browsers are actually doing
this incorrectly.  See the discussion at #1358 for instance.

Also filed a new bug (#21141) which proposes adding an option to Composer for
adding/editing title attributes.

If we don't provide Alt. text how do we deal with the issue when browser
downloads w/out images, and do we have a back compatibility with 4.x?
Um, nobody said that we shouldn't provide alt texts.  Composer must _definitely_
be able to insert/edit 'alt' attributes; they're even required for IMG in HTML
4.0.

The reason for resolving this bug as invalid was that the alt text should not
show up as a tooltip -- it should only be shown when the image itself isn't
displayed (eg. when image loading is disabled).
