What is this bug about?. Is it that all applications other than Mozilla can
render bold italic 36pt on WIN9x? Or is it than no application can render 36pt
on WIN9x?. If its the latter this bug is INVALID.

Regardless of the M, this testcase isn't working.
It's not displaying the text in Times New Roman, althought it is 36 pt.
Try changing your default fonts for western. Notice that the text on the screen
changes even though this is supposed to always be Times New Roman.
"font-face:Times New Roman" should be "font-family:..."
font-face therefore has no effect any font other than Times can possibly be
picked as reported by mkaply.
Either way, WFM on W2K, I see 'M'.
Timeless, on your screenshot, none of the applications are displaying 'M'. Care
to clarify the catch?

Assuming all applications on WIN95 have this problem, marking WONT fix.

Yes this is an os bug, however we do have precedents for papering over
such things (file:///c|/con/con among others). On NT most applications paper
over known brokeness in standard hebrew fonts [we instead designed our
support around those broken fonts].
