When an incoming video call is notified, the callee may not want to see the caller's video (low bandwidth or just not interested) and should be able to accept the call with audio only.

The bugs I'm working on allow for answering with video-audio or audio only. Is this the usecase mentioned in this bug (it's a bit unclear for me).

This bug is about "When an incoming video call is notified, the callee may not want to see the caller's video (low bandwidth or just not interested) and should be able to accept the call with audio only."
This seems to be available in the desktop client now, should we close this bug?

This functionality isn't available - there's no way for the desktop user to turn off the remote video.
