In bug 996871, we set a dummy server URI for toolkit.telemetry.server, however it seems that the A/B testing experiments are under a different pref, so we need to do the same for that too, in order to prevent:

Non-local network connections are disabled and a connection attempt to telemetry-experiment.cdn.mozilla.net (23.203.212.61) was made.

It seems that the pref was set for mochitest in bug 989137, but not talos.
