1032189 - Make the default repository (before changing pinned repos) be mozilla-central

1) Open a new private browsing window (so as to ensure no saved/pinned repos set)
2) Navigate to https://treeherder.mozilla.org
3) Observe which repo is being displayed

Expected:
mozilla-central

Actual:
mozilla-inbound

(Note: if someone has saved a list of pinned repos, we should use that instead)

Marking blocking since it eases the transition from TBPL & should be low hanging fruit.

I was trying to find the commit where this change was made, so as to start learning where to go in the future if I want to makes these changes myself, and couldn't find it initially - since it seems like it was accidentally included in another commit:
