This bug is essentially required to be fixed for
http://bugscape.netscape.com/show_bug.cgi?id=9943 to be fixed.
The bugscape bug talks about needing to be able to detect an "upgrade"
(installing ontop of previous version) and properly deleting obsolete files.
The detecting-previous-version fix needs to be done in the xpinstall engine
(mozilla tree), while the deletion part goes into the ns tree because mozilla
does not have the special-obsolete-files problem.
