103231 - WinXP-Ja: Unable to type single byte non-ascii characters properly

Build:  10-04 branch build on winXP-Ja final cadidate 2600 build

Steps:
1. Any text field of Browser or in Composer.
2. US IME with US keyboard layout:
                 Netscape6.2             IE6
   Alt-0192:     À -upper A with accent   À
   Alt-192:      ? - question mark        ? - like half-width "ta"
   Alt-0225:     Nothing happens          á - lower a with accent 
   Alt-225:      Nothing happens          á - lower a with accent
Note: I remember it we don't have problem on US IME before.

3. JP IME with Japanese keyboard layout:
   Alt-0192:     Nothing happens          ? - like half-width "ta"
   Alt-192:      Nothing happens          ? - like half-width "ta"

We have similar problem in bug 95139, but I'm afraid this one is different.

Does it work with the (e.g.) DE or FR keyboard layout? Does the ALT-GR key work?
E.g. on a DE keyboard layout ALT-GR Q should give you the @ character.

German works fine.

Actually, I tried one it on US keyboard again, the Alt-225 and Alt-0225 case now
are showing "á" now.  So US keyboard is work fine except Alt-192 display as
question mark.

So the problem here is with JP keyboard, it might be a dup. of bug 95139.

Tried on both XP and 2K, it seems a dup of bug 95139.
