When you go to above URL, the popup window will show up.
The popup window's title is "CYBER FREE21", but the content of the window
is "MozillaZine" (http://www.mozillazine.org/) page.

Step of reproduce
1. Lanuch Apprunner
2. go to the above URL
   Look at the popup window.

Tested 7-21-16-NECKO Win32 build. This does not happen in 7-22-08-M9 Win32
build.
Priority: P3 → P2

More info : Load the Picture of the HTML for the window when done it goes to the
deafult homepage in perfs.
I suspect this is a duplicate of 11404. I have a fix for that ready to check in, but it'll take me a while
to verify this is the same problem.  Hang on.
Hmmph. I'm not seeing the problem with or without my fix for 11404. (And I see no popup on
the joongang website.) 11404 is a timing-dependent thing, so its reproduction is sketchy. I claim
this bug 10327 is probably fixed, or will be when 11404's fix is checked in.

I'm not seeing this problem on the M9 branch or the tip...  I'm assuming that
danm was correct and it got fixed along with 11404 (or some other bug :-)

I verified this in 8-16 Win32, MAC, and Linux.builds.
Bulk move of all Necko (to be deleted component) bugs to new Networking

component.
