From bug 1031121, flash will cap at 30fps and drop frames when playing a 60fps video. - In bug 1031121 it reproduces on windows x64 with modern flash - Does not reproduce on linux/x64 with the older stable flash 11.2. - Also occurs in Opera+NPAPI flash on windows This may be a flash bug out of our control, but it would be nice if we could somehow work around it.
Issues with Flash are not MSE related.

Resolving old bugs which are likely not relevant any more, since NPAPI plugins are deprecated.
