Details

Flame reports SIM as locked, yet doesn't let one to unlock it. No PIN asked.
This regressed with the latest build.
Entering the PIN in Settings->SIM Manager->SIM Security unlocks the SIM.
So perhaps this is a regression in phone startup, that PIN isn't asked.
I noticed this on buri, too.

Gecko ril reported correct card state and status bar displayed the state right. Not a RIL issue. Gaia system/lockscreen, maybe?

This landed with the wrong bug number. It should have been bug 1033423.
