It's sometimes impossible to drag an app to the first or last row of a different group
If you have a group that has only one icon in its last row and you drag that icon into the next group (which has 2 or more rows), it's impossible to immediately add that icon to the first row (it will go to the 2nd row initially, then you can put it in the first). Similarly, if you drag an icon from one group to a group before it that has a full last row, it's impossible to immediately add it as the last app - it will end up in the penultimate row, after which you can then reposition it to the last row.
I wouldn't block on that. You're still able to to put it into the first row after the animation.

That implies double the amount of steps to do a drag and drop then. I'd like to see UX weigh in here if they think this is a blocker or not before making that decision.

Just to make sure I understand this correctly: is the issue that we can't rearrange icons in a particular order on homescreen?

In that case: I agree it's a problem, I'm flagging Maria to see if she can comment on expected behavior while we have a few folks out of the office, and I would not block on this for 2.0 but would mark it as an important feature for 2.1 (if it's not already expected in 2.0).

The expected behavior should be for the user to be able to move the icon directly, not needing the two-step approach. Adding Jacqueline to this too just in case there have been previous discussions on this.

There hasn't been previous discussion that I'm aware of but I agree with Maria. In the first case, if the user drags an icon over the first icon in a group it should move out of the way and allow the icon to be the first item. It should not jump to the second row as it does currently. For the second case, when dragging an icon below a full set of icons, the divider expand downward to allow space for the user to add it as the last icon.
Mass update: Resolve wontfix all issues with legacy homescreens. As of 2.6 we have a new homescreen and having these issues open is confusing. All issues will block bug 1231115 so we can use that to re-visit any of these if needed.
