Load a bugzilla page on Mozilla 0.9.4 where the browser window is in roughly the
size and shape of the one in the attached screenshot (mine was an 800x600
screen, classic theme).  Be sure that the CC box at the upper right has blank
space in it.

Go to the bottom of the page.  Scroll up until the CC box is on the screen, but
be sure to scroll up gradually.  It will not work if you jump up to the top. 
Most of the time, the blank space in the CC box will be filled by some arbitrary
other part of the Mozilla screen.

I am running Mandrake 8.0 and fvwm2.  My video card is a Matrox G400 under
XFree86 4.0.3.  KDE and Gnome are not present.

this has already been reported several times.

this was likely fixed in bug 96228. The phenomena as such was bug 95703,
resolved as WFM. I do not see this bug in later builds. Resolving this one as
WFM as well.
