Steps to reproduce:

1) browser.gesture.twist.latched set to true
2) browser.gesture.twist.left set to Browser:PrevTab
    browser.gesture.twist.right set to Browser:NextTab
3) Open a series of tabs and rotate clockwise and counterclockwise to switch between them 


Actual results:

Twisting right (clockwise) respects the latched setting and only switches one tab per gesture. Twisting left (counterclockwise) ignores the latched setting and flies through the tabs until you stop gesturing. 


Expected results:

Twisting in either direction should respect the browser.gesture.twist.latched setting. Specifically, the twist left should also only switch one tab per gesture when latched=true.
