To get payments working on Desktop, this bug is to implement the mozPay spec. This code exists in Android and in Firefox OS, so I'm not sure how much of that is in Desktop already.

Not a blocker to bug 969539 as we're going to shim-out what we need.

We've shimmed all this out instead, which imho leads us down the path to deprecating mozPaymentProvider.
