PDF bills viewed at Dominion Power site (http://dom.com) are severely garbled. Changed PDF handler to Adobe plugin and document looks normal.
Dominion Power is a relatively large electrical power distributor supplying several US states so this issue is likely to affect many users.
At first I emailed Dominion and they responded with links to Adobe troubleshooting pages (basically "it's Adobe's fault") and suggested I save the PDF before viewing which works so long as Adobe Viewer is installed.
Also, obviously, for privacy reasons this will be difficult to reproduce for other than customers of Dominion Power.
PDF properties attached so at least something can be checked, and here is what I took to be the salient info from attachment:

It could be impossible to do something without an example file.
Could you ask Dominion Power for an example file ?
I could probably try my luck with the german company that produced the converter but it may be difficult without the source file that Dominion Power used to convert it to the pdf.

Would you try the development version at https://github.com/mozilla/pdf.js/#firefox ? Is there anything output to the console when the pdf is loaded? Console can be launched with the shortcut ctrl + shift + k
I've emailed Dominion requesting an example bill. Loaded development version but no change and console output is:
"PDF 2a5f593ec4bc378de09d515b8fb0821d [1.3 PDFlib 4.0.1-t3 (Linux 2.6.37.2) / afp2any v2.4-10 - Licensee 'Dominion production'] (PDF.js: 1.0.444)"
