<background>b.m.o uses Bugzilla for project management tracking as well as bug
tracking. We are creating keywords which are only useful for a short period of
time like keywords which only apply to one particular release. It is useful for
keyword history to remain visible in bug reports and queryable. Removing
keywords removes them from bugs and breaks queryability. I personally favor
using tracking bugs for this kind of tracking but I understand that other
Bugzilla consumers might want to do this with keywords.</background>

Description of minimal request:
Bugzilla should have administrator UI for setting the status on a keyword. The
minimal status set is something like "in use" and "not in use". The keywords
that are "not in use" should not be available for addition to bugs but still
available for queries.

Additional (non-essential) components of this feature:
The "not in use" keywords should have a strikethrough line when they appear in
bugs (just like resolved bug references).  The boolean (advanced) query tool
should expose a "keywords is obsolete" choice.
