As was noted in bug 1025569 comment #13, there is an offlineAppRequested method for the browser-notificationbox binding but not for popup-notification to get a doorhanger version if browser.doorhanger.enabled is set.

This follow-up bug should add that method and invoke it in the respective places as necessary.
