We should have keyboard layouts for Accented English (qps-ploc) and Mirrored English (qps-plocm), pseudolocales added in bug 900182.

I'm not sure yet how the actual keyboard layouts should look like for pseudolanguages or which engines they should use. Let's use the English layout for now to fix JavaScript errors which are caused by the missing qps-* languages in keyboard-layouts.json. https://github.com/mozilla-b2g/gaia/pull/22021 https://tbpl.mozilla.org/?tree=Gaia-Try&rev=137b7eb7a285
