10364 - [8.3] apprunner.exe name too long on Win9x

apprunner.exe needs to be shortened to 8.3 -- see bug 10355

Probably should be mozilla.exe anyway, but the install group doesn't care as
long as it's 8.3

sounds like a fine time to move to mozilla.exe -- we need to start warning
people, though... should this happen this milestone?

When I finish entering all these I was going to set the target milestone to
(just guessing) M10.  It'd be nice to get some in earlier, but you're right
that changing apprunner itself needs more warning.

Though with the Necko landing likely to disrupt everything anyway maybe M9 is
just as good. Blame it on Necko, yeah, that's it!
