We currently use a spawnInterval value to decide when to sample memory usage of the app. With the new startup events (bug 996038) we now have a better way to decide when to sample - based on when the app reported that it's loaded. The event name is moz-app-loaded and we should switch test-perf to use it for measuring memory usage.
