These go in a files called 'settings.json' and are used by Firefox OS (note they are different from prefs). In the case of b2g desktop this file is located in the profile. In the case of emulator/devices it's located elsewhere, but mozrunner will handle moving it to the proper location.

Here is an unfinished patch. This bug isn't blocking anything so it may be awhile until I get around to polishing it up.
