Details
Pressing Ctrl-T to open a new browser tab doesn't work immediately after you
click on a link (the browser is working to display the new page). After the new
page is displayed (even if it's still downloading), Ctrl-T will work again.
Steps to Reproduce:
1. Click on a link.
2. Hit Ctrl-T quickly.
Actual results:
Nothing happens.
Expected results:
New tab opens.
nothing works while a page loads - you cant load a sidebar tab, you can't start
mailnews...this all seems to be by design?

Since bug 764595 comment 121 reopened many bugs that are dupes of each other
(but not bug 764595 apparently), trying to better resolve the situation.
