App notifications are not firing e.g. Calendar and Email apps do not trigger notifications

Repro Steps:
1) Update a Flame to 20140710071928
2) Launch Email app
3) Sign into a Gmail account
4) Change the 'Check for new messages' to 5 minutes and finish setup
5) Send an Email to the account setup on the DUT

Actual:
No notifications appears or is triggered for a new email

Expected:
A notifications appears when an email is recived.

Issue does not reproduce on 2.0 Flame, adding regression and regression-window wanted.

Ok - I'm going to dupe if both issues are being fixed by the same underlying cause.
