Now that comm-central is derecursing, I've noticed that --enable-xterm-updates isn't working properly. This seems to be a simple fix.

The debugmake.mk change was to allow echo-variable-SUBMAKE when I was trying to locate the bug; the existing rule won't print variables with newlines.
The rules.mk change is because UPDATE_TITLE was originally only executed in submakes with a relativesrcdir and I wanted to get rid of the ugly ./ prefix.
