1038779 - disable new correlations jobs, roll back mware/django

The correlations jobs take many hours to run, and while the reports they produce are OK the middleware queries that use them are not quite right yet (bug 1036730).

Let's roll this feature back until I have time to focus on it and fix it - there's a crontabber bug/missing feature in which it doesn't honor time on rerun, which makes the slow jobs especially painful.
