1038890 - Support previews using variations that are smaller than 150x150

Currently, if a banner doesn't have a variation that is exactly 150x150 pixels, it will show an empty preview on the site. Some banners may have variations smaller than 150x150 that can fit in the 150x150 space for previews.

We should update the site so that previews are chosen as the largest variation that fits within 150x150 pixels, rather than only variations that are exactly 150x150 pixels.

(In production, the primary example of a banner that could fit but has no preview would be the Marketplace banner: https://affiliates.mozilla.org/en-US/generator/categories/16/

All work on Firefox Affiliates is on hold as the Affiliates program is slated to be phased out in 2014.
