Currently the user's action to choose an auto-detection 
item cannot override the document-specified charset or
the http-charset sent from a server. 

Our published spec calls for any user initiated 
encoding menu change to override the current encoding
setting no matter how that encoding is obtained:

1) HTTP Charset from server, 
2) Meta-charset info in the document, 
3) the result of auto-detection, or 
4) prior user selection/fallback of the encoding.

A user-initiated auto-detction menu change would
cover the following cases:

1. When the user selects a new auto-detect menu item.
    (e.g. change from OFF to Japanese, change from
          Korean to Cyrillic, etc.)
2. When the user selects the same auto-detect menu again.

Currently this is not working in cases with no frames or
in cases with frames. 

When the fix is made, the behavior should be the same
if the change is applied to frames or no-frames.
