1040650 - Ecuador is wrongly stablished as Galapagos in FTE

Ecuador with mcc as 740 is wrongly recognized as "Galápagos" in FTE and the time is wrongly set to GMT-6.

Please modify it to: America/Quito and timezone to GMT-5

This issue is blocking certification in Ecuador.

Unfortunately, we do not have any mobile networks that are specific to Galapagos, so we will not be able to automatically set the timezone there. But we can at least expose the option in the drop down list, and default to Quito for all 740 mcc.

Fred, would you mind having a look here?

I tested the patch using Flame masterGecko-c431020.Gaia-1c9eb3d, in the FTE America/Quito is properly set.
